Abstract
Letter of Intent (LoI) which has been made between lndonesia and Norway would promote the lndonesian government's strategic agenda to reduce green house gas emissions. The efforts to achieve this commitment require a constructive role of subnational entities having vast forest which become the stakeholders. The success of their role in hosting REDD+ pilot projects will eventually determine the contributions-for-ve rified emission reduction Indonesia may receive. Papua province might be potentially nominated as REDD+ pilot project in the coming transformation phase of the Lol for the reason of ifs vast forest, its management and the politics of its regional development of its government. This qualitative research found thatthe province positively respondsthe Lol so that its role in the further phase may add the achievements of lndonesia's global commitment.
