Abstract
In practice, the General Assembly distinguishes between resolutions, declarations and decisions . A resolution is the most general form for making observations and recommendations. A declaration is also adopted as a resolution. However, the solemn name is reserved for statements which the General Assembly considers to be of outstanding importance. In a narrower sense than that implied by Article 18, the General Assembly uses the name decision for internal organizational acts, like elections and appointments of members of its subsidiary organs and of other UN principal organs, determinations of dates of sessions and of the agenda, or rulings on budgetary questions. Expressing the views of the organs mainly responsible for the application of the UN Charter, resolutions of the General Assembly and the Security Council are of importance to the interpretation of the Charter.
