Abstract

Purpose: Federal public housing policy since the 1990s has aimed to decentralize poverty, including funding the demolition of high-density public housing in favor of low-density, mixed income housing. Meanwhile, research has shown that high-density public housing communities provide a network of instrumental and emotional support for residents.
