Abstract
ABSTRACT This article discusses issues related to reserve capacity. The author concludes that these issues need be solved above all in the economic context rather than the technical context: Necessary actions include establishing the equal rights of electricity consumers and producers, introducing a multilevel insurance system for electrical power facilities, and harmonizing the reserve capacity categories with international classifications.
