Abstract

Some people systematically underprivileged in the society, cannot avail of equality of opportunity despite State intervention which has been proved in the context of Indian women. The schemes of socio-economic empowerment has not created on environment for women to equip with resources to enter political decision-making institutions of India democracy. Reservation of seats in the union and state legislatures is, therefore, mooted to faciliate entry of women to high level decision-making institutions but the debate on the proposed bill has stalled its passage indicating the lack of will to restructure democratic representation by including women. The article focuses on the various facets ofthe debate underpinning the compulsion for reservation.
