Abstract

Improving power supply reliability is an important measure to create high-quality life for the people and promote the high-quality development of the city. As an important part of uninterrupted operation, live working is a key technical method to improve the reliability of power supply in distribution network. In 2020, State Grid Shanghai Urban Electric Power Company (SUEPC) proposed Short Insulating Stick Live Working (SISLW) in distribution network for the first time in China. In addition, SUEPC participated in the development of a series of short insulating stick tools and led the working instructions for short insulating stick bridging and bypass live working. As a result, a systematic and standardized method of the SISLW for distribution network has been established. It filled the blank of live working in terms of short insulating stick in China. Compared with the hot stick working or the insulating glove working, the safety, rationality and feasibility of the SISLW, which greatly improves work efficiency and reduces the training time of operators, is validated by the engineering application. With the assistance of the SISLW, SUEPC became the first prefectural electric power company in China to achieve Average Service Availability Index (ASAI) of power supply reliability over 99.999% in 2020.
