The results show that the general improvement of energy efficiency in these sectors benefits from the powerfully driven by the technical progress growth, but the pace and speed of the advancement in energy efficiency is slowed down due to the technical efficiency growth relatively lags behind the technical progress growth, and should focus on the improvement of pure technical efficiency to promote the technical efficiency growth. There are certain advantages of the economy and scale in the labor-intensive and monopoly sectors, the effects that the technical progress growth promotes the improvement of energy efficiency is remarkable.
