Abstract
Sometims traditional DEA method can not compare the efficiency of some decision making unit. Cluster analysis method can be applied in the generalized DEA method with input only to solve this kind of problem. The mean vector of all decision making units was taken as a virtual decision making unit, some special decision making units were selected by average linkage method to act as sample unit set and the G-DEA efficiency of all the decision making units were evaluated based on the sample unit set. At last the efficiency of Chinese energy consumption efficiency for per 100 million yuan GDP was evaluated by the traditional BC2 method and the method which given in this paper.
