Abstract

The report of the 19th National Congress points out that China has entered a new era. This historical positioning also puts forward new requirements and gives new missions to new R&D institutions. In the process of comprehensively promoting innovation development, the linear research model of traditional R&D institutions can no longer meet the demand for innovation, and new R&D institutions are the unique products of China-born under this demand. Compared with the construction of Guangdong and Jiangsu provinces, the development of new R&D institutions in the Guangxi Autonomous Region started late, and there are huge gaps in policy support, construction and operation, talent gathering, and transformation of research results. To analyze the impact of various pressure factors on new R&D organizations into “responsive” behavior, this paper constructs a framework model based on the concept of “pressure-state-response” for the development of new R&D institutions in the Guangxi Autonomous Region. Moreover, it offers constructive suggestions for the future development of new R&D institutions in the Guangxi Autonomous Region.
