Abstract

Urbanization is the main thrust of China's economic and social development, and greenization is the essential pursuit of economic and social development. The realization of an improved coordinated development between the two is the main direction of China's development. Based on current global research into greenization and urbanization, this study proposes the concept and definition of a green town that combines greenization and urbanization, and from the perspective of sustainable development, a comprehensive system dynamics-data envelopment analysis (SD-DEA) evaluation model was innovatively proposed based on the existing ecological civilization, ecological city and new urbanization theory and practice, which applies systematic scientific methods. The model first uses the system dynamics method to build a green town development model. Taking Tianjin as an example, five different development scenarios are set for simulation in light of the actual development situation in Tianjin. This work focuses on constructing an evaluation index system for the degree of coordination between greenization and urbanization in Tianjin, using the DEA evaluation method to analyze the degree of synergy between greenization and urbanization in Tianjin under the different development plans. The results show that the urbanization construction level of Tianjin is relatively ideal and that green construction should be improved in the following development, according to Plan IV (Energy saving and emission reduction development plan). Specific countermeasures and suggestions are put forward, including improving the utilization rate of reclaimed water, increasing the per capita green area, increasing the sewage treatment rate, and improving the comprehensive utilization rate of industrial solid waste.
