Abstract
The PPP model is an important way for government to solve the needs of infrastructure construction of water conservancy projects. There is a general information asymmetry between government departments and social capital parties, which is easy to cause moral hazard problems. This paper analyzes the causes and harms of moral hazard behavior according to the characteristics of water conservancy projects. A regulatory game model is constructed between government and social capitalists based on synergy, by using different forms of supervision and incentives for different behavioral choices of social capitalists.
