Abstract

The PPP mode is a new type of project financing model and a new type of partnership between the public sector and the private sector. This paper starts with three aspects of risk analysis: risk identification, risk control and risk allocation, and conducts an in-depth study of the PPP mode. . Using the risk distribution utility model and the risk game model, the risk problems in the operation of the PPP mode are analyzed.
