Abstract
scientific research in universities is an important support for the development of the country, and has always been valued by the government. As the country becomes richer and stronger, it increases the funding for scientific research in colleges and universities. But output levels are increasingly unsatisfactory. More and more corruption not only causes discontent from all sectors of society, but also hampers researchers. It requires the joint efforts of the government, the society and universities to improve the efficiency of the funds invested by the state, ensure the convenience of the work and life of the scientific research workers to the greatest extent, avoid the bad things caused by the intentions of the state, and loosen the bonds for the scientific research workers. The construction of university scientific research resources performance evaluation index system (hereinafter referred to as the system) can not only provide guidance for standardizing the use of resources by scientific research teams, but also enable scientific research workers to be free to achieve more fruitful results in scientific research under the premise of having laws to follow. It also provides support for regulating the use of scientific research resources and keeping scientific research corruption at a low level. In this study, the analytic hierarchy process (AHP) was used to try to build an effective system, so as to attract good gems and provide ideas for promoting the solution of this problem in the development of scientific research in China.
