Abstract

The carbon peak and carbon neutralization targets proposed by China put forward better requirements for the coordinated and stable development of the power system. This paper analyzed the macro policy of carbon peak and carbon neutralization, formed a new boundary for energy and power development under the policy environment, and focused on the two main goals of power supply security and new energy consumption. This paper analyzed the various elements of the source-grid, load and storage, such as power and electricity balance, power resource allocation, grid structure, etc. and established the coordinated development model of environment, energy and power system. The result in 2030 is that the installed capacity of the wind power and photovoltaic will reach 1.59 billion kilowatts in China, including 1.2 billion kilowatts in North China, Northeast China, Northwest China, East China, Central China and Southwest China. Considering the volatility and randomness of renewable energy, the simulation verifies that it is necessary to increase the configuration of 100 million kWh energy storage to meet the balance requirements in severe scenarios, and configure 200 million kilowatt-hour energy storage and 59.36 million kilowatt-hour load-side response measures for each region achieveing power balance in extreme scenarios in 2030. This calculation result can ensure the safe and stable operation of the power system.
