Abstract

Global localization and internationalization provide opportunities for local governments to participate in international cooperation. So how to maximize the diplomatic function of local governments has become a major research topic in relevant fields. In this context, this paper will take the case of the cooperation between the Local governments of China and South Korea under the impact of COVID-19, and put forward some ideas on how to promote the cooperation between local governments. The research results of this paper are as follows: First, the main characteristics of bilateral exchanges and cooperation are that after the establishment of diplomatic ties between China and South Korea, the number of friendly cities has grown rapidly, and administrative and personnel exchanges and economic exchanges between local governments of the two countries have gradually increased. Second, during the epidemic, the local governments of China and the South Korea actively conducted cooperation in the fight against COVID-19, exchanged supplies and public opinion support, laying a good foundation for cooperation in the post-epidemic era. Finally, this paper believes that to promote the post-epidemic era, the local governments of China and South Korea need to strengthen the cooperation in public health and other fields, improve the ability of local governments to participate in international affairs, transform government functions and improve the level of local government governance.
