Abstract

During the research on the division of modes based on the analysis of the manners of dissolution and combination of property right of PPP projects, it is found that there are three basic modes in public-private partnerships according to the different ascriptions of property rights. The main feature of Mode I is that the government owns the project property rights in the total life cycle; Mode II is the ownership belongs to the folk entity during the concessionary operation period, and the government in other phases; Mode III is characterized as the property remaining with the folk entity both during and after the concessionary operation period. In the end, the basic thread of the selection of Chinese PPP projects is put forward on the basis of comparing Sino-Japanese PPP projects practices.
