Abstract
The present-day hierarchy of big data is summed up and the role of big data in the official statistics is clarified. The place and role of research data in the digital information environment is studied. A review of various definitions of the term “research data” is made, and the author’s one is proposed on its basis. The causal link between research data and official statistics is identified. A comparative analysis of principles underlying research data and the ones for official statistics is made. It is found that the official statistics is undergoing the process of transformation change, which provoked modernization of information sources. It is well known that data require high-quality control, safety, and elaboration of appropriate regulatory documents for their management. To this end, and for logical structuring and management of data, the author proposes a model for data handling. The role of academic libraries in creating and disseminating research data and enabling open access to them is highlighted. A model for organization of collection and use of research data is constructed on the basis of the study and in conformity with the researchers’ requirements.
