Abstract
The paper discusses the basic theory of risk assessment and improves the method proposed by W. Kent Muhlbauer through analyzing and studying a large number of documentation, including the method of risk assessment and development of system. The risk assessment index-system is determined by the method of multiple analysis and Delphi. Based on the method, the risk assessment system of city gas transmission and distribution networks is developed, which realizes the functions of risk source management, risk analysis, system management and so on.
