Abstract

The development level of higher education is an important symbol of a country’s comprehensive national strength and development potential. In view of the comprehensive evaluation system of higher education, this paper uses the CIPP evaluation model to conduct qualitative and quantitative processing of the eleven indexes collected. Perform Max-Min data normalization; Using the TOPSIS evaluation model based on entropy weight, the weight coefficients of each index are determined, and the comprehensive scores of higher education evaluation system are obtained. The comprehensive ranking of the fourteen countries analyzed is selected in this paper. The experiment analysis result shows our model has strong vitality and sustainable development ability, and plays a certain guiding role in the development of national higher education. Through factor analysis, the key indicators affecting the higher education evaluation system are found to verify the correctness of the TOPSIS Evaluation model based on entropy weight.
