Abstract

The aim of this paper is to carry out research and propose a concept for the development of a prototype of application modules for command and control system in the function of decision-making support in urban transport and urban mobility. The paper explores and defines key and critical domains that need to be addressed with ITS services in small/medium-sized cities and address identified priority areas which are related to passenger information, weather and environmental monitoring, traffic management and operations, people's safety in the transport system, public urban transport and electronic transport-related payments. For all identified areas, a survey on key stakeholder needs was conducted in several iterations (using Delphi methodology) and in accordance with the EU FRAME architecture guidelines, in order to specify functional requirements for the future applicative solution. Prioritized and validated requirements shall then be the basis for the design of an operational concept, based on which a software prototype solution will be developed.
