Abstract

A national drugs agency is needed in Scotland to coordinate services designed to combat the country's growing drugs problem, a parliamentary inquiry has concluded. Scotland is estimated to have 20 000 drug injectors - the highest proportion in any country in Europe. The Netherlands has three times the population of Scotland but the same number of injectors.
