Abstract
The response of Britain's Medical Research Council (MRC) to the Warnock Committee's report on human fertilization is summarized. While generally endorsing the latter's recommendations, the MRC placed greater emphasis on the importance of creating human embryos for use in research on infertility, contraception, and birth defects. The Council proposes setting up a voluntary licensing authority to monitor experimentation on embryos and to draw up a code of practice that could be revised periodically in light of scientific knowledge and public opinion. The MRC also notes several other important issues involving reproductive research that it recommends should be resolved without resorting to legislation.
