Abstract

Mr. Simmons completely misses the point of our Editorial in a number of important respects. First, our comments were directed at vulnerable property in the immediate coastal zone (e.g., the western end of Dauphin Island). His remarks about shoring up the levees of New Orleans are not relevant to our frustration with oceanfront development. Second, he argues that spent the storm could have prevented spent afterwards. Even if this is true, we argue that federal taxpayers should not be liable for either expense. All coastal professionals know that building on vulnerable, lowelevation barrier islands entails a high level of risk.
