Abstract

Mexico faces the unpostponable challenge of expanding and modernising its electricity industry in order to boost its economic development and to cope with its demographic growth. That two Presidents and the four major political parties have sent to the Mexican Congress Bills to amend the electricity regulatory framework in the very recent past, only highlights the need for a reorganisation of the sector. As in the past, in the coming years the participation of domestic and foreign private investment in the electricity sector will be of the essence and only with an adequate legal framework will the Mexican Government be able to attract the badly needed resources.
