Abstract
The article considers the process of reforming the civil service in the context of the state transformations of Peter the Great. The author pays special attention to the periodization of reforms. Based on its analysis, the conclusion is drawn not only about the validity of the chronological division of Peter the Great’s state transformations into conditionally spontaneous and organized stages, but also about a kind of “domino principle”: the implementation of one reform necessitated the next. The author gives his own interpretation of the features of the formation of the imperial bureaucracy in Russia in the first quarter of the XVIII century. The relatively slow development of this process is noted, which can be explained by the inertia of the bureaucracy itself and, first of all, the podyachy corps.

Петровские реформы вообще и государственные преобразования в частности, нередко становились объектом научных исследований отечественных и зарубежных историков. В современной историографии государственных преобразований Петра I и, в частности, его реформы государственной службы следует обратить внимание на весьма плодотворный труд К. Перед Петром I стояла не новая и до сих пор нерешенная его предшественниками геополитическая задача – силой оружия выйти к так называемым естественным границам на юге и на северозападе (то есть к Черному и Балтийскому морям) с целью обеспечения безопасности, расширения возможностей для внешней торговли и укрепления международного престижа России [10]. Говоря о неготовности России к начавшейся войне, следует подчеркнуть, что речь идет не только, собственно, об армии (ее подготовке и вооружении), о чем чаще всего упоминается в историографии петровского правления [11], но еще и о системе военно-административного управления (комплектовании войск, их материально-техническом и финансовом обеспечении, кадровой политике). При реформировании армии и создании военно-морского флота нельзя было обойти стороной и систему военно-административного (а затем – и гражданского) управления
