Abstract

ABSTRACT Arguments for technopoles, based on the emphasis of modernity and innovation, favor the paradigmatic construction of local consensus but this does not always correspond to reality in the field. No other city in western France has succeeded in establishing a policy of communication as efficient as that of Rennes, giving the agglomeration an image of success, growth and high quality living. The project of agglomeration developed in the district gives a vision of inescapable development which, because it is based on the ideas of innovation, high technology and service industry, is idealistic. This project expresses a selective understanding of local socio-economic characteristics.
