Abstract

Since Lalonde's report we know that the most important health determinants are lifestiles, genetics and environment. Health is only responsible of 10% of them but it requires the largest resource expenditure. It is well known that a healtcare approach centered in social health determinants along with public policies to improve environment are more efficient in the long term than a healthcare system focused in hospitals, technologies and superespecialization. Primary care, wich focuses in people and families with a community point of view, is the best level to provide health care and to influence lifes style changes. Indeed, primary care investemens are sparce. In this paper we review socioeceonomic and political issues that affect the lack of interest in primary care development.
