Abstract

The necessity to retrain workers who are stranded by changes in technology is just beginning to dawn on the American people. Previously we have had a retraining program for ex-soldiers, but this was regarded as a reward for special service to their country. Stranded shipyard, aircraft, and munitions workers were not extended the same privilege. Now the nation is embarrassed by stranded coal miners, textile workers, farm hands, and other workers whose skills are no longer needed. Furthermore, those skills are not easily adapted to meet the unfilled needs for manpower which now exist.
