Abstract

The Chapman-Enskog method is generalized on the basis of the idea of Bogoliubov functional hypothesis. The generalization is made to describe the kinetic modes of a completely ionized electron-ion plasma, which gives an opportunity to describe component temperature and velocity relaxation. The homogenous case is investigated. The component distribution functions and the temperature and velocity relaxation rates are found. Corrections to the results of the well-known Landau theory are obtained.
