Abstract

The success of donor funded programs depends on program readiness assessments which is highly correlated to donor requirements. Donors use program readiness assessments to determine a comparative objectively verifiable indicators to ascertain a Vocational training Centres capacity and reliability to manage funding for Whole Youth Development Programmes. The program readiness assessments are meant to establish and assurance accountability, which will form the basis for subsequent resource levelling and allocation. Vocational training Centres understand the essence for meeting donor accountability requirements, having an assurance that the funds are utilized efficiently and effectively in order to achieve defined humanitarian objectives, outcomes and goals. However, the existing structure of program assessments, the scope, the schedule requirements involved on the part of Vocational training Centres and the management burden on the donors themselves often take up already scarce resources.
