Abstract
I would define these terms by saying that disease is the violation of any physiologic law or any abnormal activity in living tissue. Crime is the violation of any human law, or any abnormal activity in the civil world. Vice is the violation of any moral law, or any abnormal activity in the moral world. We have to-day in the United States more than one hundred thousand tramps who find it easier to get a living by begging from door to door than by labor, and hence take to this sort of life. There are more than five hundred thousand criminals in this land to-day and only one-fifth of them are behind the bars. It is estimated that two women out of every one hundred in this country are fallen women. The percentage of divorces to marriages is alarmingly great so that in some States there is one divorce granted
