Abstract

The paper includes the points introduced at the workgroup meeting “Assessing Trends of Integration and Disaggregation within Europe and Eurasia” at the 3rd annual conference “Relations between Russian and the Rest of Europe within a Shifting Global Environment” (London, November 9-10, 2018). “Could Russia return to Europe in the foreseeable future? Not in the geographical sense, for geographically, of course, Russia has always been, is and apparently will always be a European country”. This question posed by A. Kortunov is the essence of the current dialogue between the expert communities and policymakers as well. Speaking on this issue the authors concentrates on two points: reexamining the nature of security as essentially contested concept and broadening the positive experience of jointed international grassroots and volunteer projects.
