A questionnaire survey was conducted to collect data from subordinated agencies from Taoyuan City. A total of 342 questionnaires were mailed out and 285 valid responses were received. The results support the hypotheses that (1) Leadership style influences knowledge sharing and organizational innovation. (2) Both knowledge sharing and organizational innovation positively, and significantly, affect the operation of the learning organization. (3) Organizational innovation and knowledge sharing play key roles as intervening variables between leadership style and organizational performance.
