Abstract

There is a critical need for good quality research to add to what is known about the impact of tax abatement on development decisions. Unfortunately, Dr. McGuire's article does not meet this need. The author is clearly out of touch with his subject and with the realities of central city redevelopment. As we will demonstrate, the sources and methods he uses to calculate the “real” effects of tax abatement on development are out of date, biased, and inappropriate. As such, his article cannot be considered to be a serious contribution to the literature in this critically underresearched field.
