Abstract

The article analyzes the socioeconomic development features for Russia and its regions for 2001–2018 in how they influence the completion of strategic tasks formulated for the period up to 2024 in a large-scale package of Russian Federation laws and presidential and governmental decrees, adopted by early 2019, on Russia’s sustainable and progressive socioeconomic development. The author synthesizes the essential features of project-based and evolutionary economies to substantiate the construction of a genetic scenario for developing Russia’s multiregional system. A methodological scheme for organizing calculations with such a scenario is described, based on a systematic generalization of the best regional administrative and business practices. The author’s calculations verify the scheme for constructing a system of 32 macroregions identified by similar conditions and types of development of united regions. This scheme is compared with the system of 12 macroregions proposed in the Spatial Development Strategy of the Russian Federation. Calculations are carried out according to the proposed system of macroregions, and their results are analyzed, as well as some calculation results for regions of the Siberian Federal District. Proposals are formulated for improving state regional socioeconomic policy based on the experience of constructing genetic scenarios for developing Russia’s regional system.
