Abstract
1. The All-Union Committee on the Affairs of the Higher School, attached to the USSR Council of People's Commissars, shall unify and direct higher education in the USSR. 2. The activity of the All-Union Committee on the Affairs of the Higher School, attached to the USSR Council of People's Commissars, shall extend to all regular and correspondence higher educational institutions (including academies of people's commissariats, higher schools of the People's Commissariats of Defense and Navy, of the All-Union Committee on the Arts, and of the All-Union Committee on Physical Culture and Sports, attached to the Council of People's Commissars of the USSR).
