Abstract

The first common user telephone systems were provided by private companies or local authorities to serve particular communities. For decades, however, postal and telegraph services in most countries had been operated by the State as government departments. The developing telephone systems were seen as competing with the postal and telegraph services, and were very early on subject to licensing and regulation by the State.
