Abstract

Abstract Regulation takes many forms in practice, including price, quality, disclosure, privacy, and externality regulation. Popular methods for regulating the prices charged by public utilities include rate of return regulation, price cap regulation, and yardstick regulation. The optimal design of regulatory policy varies with industry structure and institutions, with regulatory objectives and policy instruments, and with the prevailing information structure.
