Abstract
The key questions of construction of a regulated air traffic flow simulation program tool developed for several years in GosNIIAS (Moscow) are considered. The structure of the tool is offered and proved. Special features of its use are analyzed at researches of the various ATM systems functioning aspects. Some tool opportunities are shown on examples of research of several air traffic management algorithms.
