Abstract
Taking Zhejiang Province as an example, this paper conducts a regression analysis based on the data collected from the evaluation of grassroots' public cultural services and relevant statistical data. The research indicates that the support of social forces and development of service industry are significantly and positively correlated to the improvement of public cultural services, but significantly and negatively correlated to educational environment, while local expenditure in public cultural services doesn't greatly affect their improvement because it only accounts for a small proportion. Thus, local governments' concern, higher-level governments' increasing support and transfer payment, equalization of public cultural services, improvement of resource utilization and optimized allocation are essential for improving public cultural services.
