Abstract

Under the framework of meta-frontier, slack based measurement (SBM)-undesirable approach was employed to calculate total-factor coal consumption efficiency of provinces and regions in China during 2003-2014. This approach incorporated regional technology gap and air pollution simultaneously into efficiency analysis. And meta-frontier Malmquist index was applied to analyze the efficiency change and catching-up effect as well. The results indicate that: firstly, the improvement potential for coal consumption of China under meta-frontier and group-frontier is 59.5% and 26.2% respectively. Province in eastern regions, such as Beijing, Shanghai, Guangdong showed best coal consumption efficiency performance, followed by central region and western region. In addition, technology progress is the main driving force for efficiency improvement in all regions. Technology gap of coal utilization between three regions almost unchanged.
