Abstract

Improving the efficiency of regional medical service is an important way to alleviate the gap between medical service supply and demand. Evaluation of the effectiveness of medical activities can help managers make decisions and reduce resource waste. Regional medical service efficiency evaluation is characterized by many factors involving multi-inputs and multi-outputs. A new assessment framework for evaluation is proposed. Through the establishment of an evaluation system on regional medical service efficiency, this paper analyzes the medical service efficiency in Shanghai by factor analysis and data envelopment analysis (DEA). Comparison with efficiency of 17 districts in Shanghai, the number of effective regions is seven, the development of these regions of the medical industry from the perspectives of technology and scale are very well. The results indicate that Shanghai's municipal government has invested a lot in the development of medical service, but still there are a number of districts whose medical service efficiency are yet to be improved. Therefore, we should focus on the allocation of regional medical resources in order to improve the efficiency of medical service innovation.
