Regional Innovation Policy on Sustainability: Essence, Features and Tasks

Abstract

The article is devoted to revealing the essence, features and tasks of regional innovation policy for the development of innovations based on sustainability, active introduction of new, resource-saving technologies in the region's economy, reduction of consumption of non-renewable resources. Regional innovation policy should be seen as part of a regional sustainable development policy. Separation of a particular direction is due to the significant economic, environmental, and social effects that innovative technologies. The subjects of regional policy are the authorities of the state, regional and local levels, in particular: state and local authorities, local self-government bodies, territorial communities that will provide innovations in the region.
 At the same time, it is stated that the rights and powers of state and regional authorities should be mutually agreed and divided. In such circumstances, the implementation of regional innovation policy will contribute to the best results. It is also necessary to cooperate and join forces not only with the authorities but also with businesses engaged in innovation and related industries. The authors highlight the Tasks of the Regional Innovation Policy: the use of innovation in the regions should involve active interaction between the regions and the state, with regard to the equal use of socio-ecological and economic resources; providing prerequisites for the use of innovation, taking into account the specialization of the region; providing conditions for comprehensive training of specialists for the development of new technologies; ensuring balanced development by maximizing the use of internal resources of the region, reducing the consumption of non-renewable resources in the region; stimulation of attracting investment and credit resources, which will ensure innovation implementation; use of organizational and legal, economic tools to stimulate the use of new technologies; the use of economic methods to stimulate the use of innovation by economic entities in the region. This will help to address effectively the issues that will arise in organizing such industry in the region. As a result, it will be possible to meet the region's industrial, agricultural and consumer energy needs through the use of innovation, taking into account the region's potential, species structure and spatial differentiation, which is based on maximizing socio-ecological and economic efficiency in the context of ensuring the sustainable development of the region
