Summary
The Final Report of the World Conference on Higher Education in the 21st Century, Vision and Action, highlights the capacity of higher education to "transform and promote change and the progress of society" (UNESCO, 1998, p.20). Countries with their national governments and their higher education institutions work to fulfill this global purpose, by improving quality. It is prudent to pose the following research question: What methodological strategies contribute to the continuous improvement of the quality of higher education, as a contribution to regional development?. The specific objectives are: to analyze the normative and conceptual context of the assurance of the quality of higher education for Colombia and Ecuador; and to formulate methodological strategies to continually improve the quality of higher education and its contribution to regional development
