Abstract
By examining the Mekong River Commission (MRC) activities, this chapter explores the main features of water resource cooperation in the Mekong region, as well as their outcomes and associated problems, in particular, focusing on the MRC’s Procedures for Notification, Prior Consultation, and Agreement (PNPCA). The PNPCA is mainly applied to dam development projects and can be viewed as a core function of the MRC. The history of regional cooperation on the water resources of the Mekong River can be divided into three periods: the Committee for Coordination of Investigations of the Lower Mekong Basin, the Interim Committee for Coordination of Investigations of the Lower Mekong Basin, and the MRC. The MRC aims to realize the sustainable use and development of the water resources of the Mekong River. The MRC member countries—Cambodia, Laos, Thailand, and Vietnam—agreed on specific rules for the sustainable use and development of the water resources of the Mekong River in the 1995 Mekong Agreement.
