Abstract

The Regional Conference to address the problems of refugees, displaced persons, other forms of involuntary displacement and returnees in the coun? tries of the Commonwealth of Independent States (CIS) and relevant neigh? boring States, also known as the CIS Conference, was convened in Geneva on May 30-31, 1996 under the auspices of the U.N. High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), and the Organization for Security and Cooperation in Europe (OSCE). Attended by delegations of 87 countries, 34 international organizations and 77 NGOs, the CIS Conference was opened by Mr. Boutros Boutros-Ghali, U.N. Secretary-General.
