Abstract

Hebbert M. (1985) Regional autonomy and economic action in the first Catalan government, 1980–1984, Reg. Studies 19, 433–445. In 1980–1984 the region of Catalonia in north-east Spain enjoyed its first full term of autonomous government in modern times. Under President Jordi Pujol the regional regime gave political prominence to a Programme of Economic Action to meet some of the effects of recession within the region. The programme is reviewed and explanation is sought for its disappointing performance both in factors external to the region—the legal and fiscal framework of Catalan autonomy—and internally in the politics of the Catalan nationalism. Noting that Pujol was successfully returned for a second term of office in 1984 despite the failure of the programme, the conclusion points to wider implications for analysis of the relationship between political regionalism and economic action.
