Abstract

The article deals with the issue of reforming the Japanese civil service. Japan's civil service system was reformed in 2014 by amending the National Civil Service Law. The amended law covers a wide range of areas, but the main issue is the new procedure for appointing leaders. The introduction of this new process has fundamentally changed the relationship between the prime minister and the executive branch. This article first describes aspects of the Japanese government's civil service reform and analyzes the content and process of this reform in two dimensions (i.e., transformational factors and transactional factors). It then explains how the reform changed the relationship between the prime minister and the executive branch.
