Abstract

The process of fragmentation of the global economy, which began in 2022, has put on the agenda a radical restructuring of the university system of the Russian Federation in the direction of increasing its practice-oriented orientation. The aim of the article is to substantiate the starting scenario of the reform on reconfiguration of personnel, organizational and managerial subsystems of Russian universities. In particular, it presents the general architecture of the practice-oriented model of Russian universities, taking into account the existing progressive experience. The required changes in personnel policy of the new three-level model of student education (x+y+z) and how they should be coupled with organizational changes within universities are disclosed. The principles of recruitment for modern universities, involving the implementation of the formula of combining three competencies "3-K", the model of teaching "3-U" and the principle of combining different places of work are considered. The mechanism for involving students in the production process is structured by: planning the structure of training and targeted training; senior year internships and a system of letters of recommendation; introduction of a system of working off budget education by distribution; organization of employment centers in universities; practice-oriented reorganization of graduate and doctoral studies. Issues of revising and updating curricula and disciplines in the social sciences are raised, as well as measures to debureaucratize the university system.
