Utilizing a qualitative approach, this study involved primary-source subjects such as the headmaster, deputy headmasters, teachers, and school committee, as well as secondary-source subjects such as local leaders and parents. Data were collected through observation, in-depth interview, and document study, the results of this study indicate that the one year academic program was realized using the budget which was clearly set in the School Budget and Expenditure Plan. In addition, this plan was used as the guide to provide the school needs, both short-term and long term needs.
